ABOUT US 

Since 2011, the Anticorruption Criminal Law Clinic, Faculty of Law at the University of Tirana has served as a pioneering platform for experiential legal education in Albania. Under the leadership of a dedicated academic and legal expert, Dr. Alban Koci, the Clinic has played a vital role in bridging the gap between theoretical knowledge and practical application. Through clinical teaching, students are immersed in real-world legal issues, engaging directly with casework, legal analysis, and community service. In addition to hands-on practice, students actively engage in year-round academic research focused on sensitive and current topics, particularly those related to anti-corruption efforts in Albania. The Clinic not only enhances the professional skills of aspiring lawyers but also contributes meaningfully to the promotion of justice, legal awareness, and institutional integrity in society. It stands as a model of academic excellence and practical impact, preparing the next generation of legal professionals to serve with competence, ethics, and commitment.

Associate Prof. Dr.Dr.h.c. Sunčana Roksandić
​Sunčana Roksandić is Associate Professor at the Department of Criminal Law, Faculty of Law, University of Zagreb. She completed her Doctoral study of Criminal Law at her home Faculty (2015) as well as the doctoral study of the Albert-Ludwig University of Freiburg (2016) by defending the dissertation as an international double doctorate (Cotutelle de thése) with summa cum laude. She is the president of the Commission for the Protection of Persons with Mental Disabilities at the Ministry of Justice (since 2023). She is the head of the Croatian Unit of International Chair in Bioethics and a member of the UNODC anti-corruption academic initiative. Assoc. Prof. Sunčana Roksandić is the winner of the international award for excellence in the fight against corruption the Anti-Corruption Excellence Award for 2023, in the category of academic research and teaching.

Ambassador Uglješa Zvekić
​The Ambassador Ugljesa Ugi Zvekić, EPLO Permanent Observer to the UN. Mr. Zvekić, born on 2 August 1950 in Belgrade, has a law degree and a PhD in sociology. He was the country representative in the UN-sponsored World Youth Forum (USA, 1969) and Fulbright Scholar (1973-75). Recipient of the 2017 Transparency Award by the European Public Law Organization (EPLO). He worked in the Institute for Criminological and Sociological Research in Belgrade from 1976 to 1984 when he joined the United Nations Crime and Drugs Programme.Until 1999 he was a Deputy Director of the United Nations Interregional Crime and Justice Research Institute (UNICRI) based in Italy. From 1999 to 2004 he headed the anti-crime programme of the United Nations regional office for Southern Africa, based in Pretoria, South Africa.

Professor Dr.Dorina Hoxha
Dorina Hoxha graduated in Law from the University of Padua (Italy) in 2004 and earned an advanced LL.M. in 2008 in “International Cooperation against Transnational Financial Organized Crime.” She completed her master thesis on “Fighting Organised Crime” at PAMECA and worked as a legal expert for USAID’s Rule of Law Program in Albania, coordinating technical assistance and legal reform in pilot courts. In 2013, she earned a PhD in criminal law, focusing on the relationship between time and crime, and became Associate Professor in 2016. She coauthored the “Criminal Law, General Part” manual and has lectured in Criminal Law at the University of Tirana for over 15 years. She is also a practicing attorney with extensive experience and author of several scientific articles published in Albania and abroad.

Professor Dr.Dimitris Ziouvas
​Dimitris Ziouvas is a Professor of Criminal Law at Panteion University of Athens. He has held the post of Reader in Criminal Law and Compliance at Sussex Law School, Sussex University, UK. He is the Director of the Centre for Criminal Justice of Panteion University and the editor-in-chief of the “Series on Criminal Law, Criminal Policy and Human Rights”. Dimitris serves as a member of the Academic Council of the Academy of Transparency and Human Rights of the European Public Law Organization (EPLO). He has been a member of the Advisory Board of the Greek Anti Corruption Authority. Prof Ziouvas regularly consults and represents States and international organizations in anti-corruption matters (United Nations, Council of Europe, OECD, ICC).

Dr. Alban Koçi is an experienced Albanian legal expert specializing in justice reform, judicial integrity, and anti-corruption. Based in Tirana, he actively collaborates with international organizations like the Global Initiative against Transnational Organized Crime (GI-TOC) and the United Nations Office on Drugs and Crime (UNODC). Since 2011, he has directed the Legal Clinic at the University of Tirana’s Criminal Law Department, lecturing on European Criminal Law and Advanced Legal Psychology. He holds a Doctorate in Law (2014) and a Master of Science in Criminal Law (2012) from the University of Tirana. Dr. Koçi earned his law degree in Italy and has practiced law both in Albania and Italy. He emphasizes experiential learning and clinical legal education as vital for strengthening transitional justice systems. In 2019, he received the International Anti-Corruption Excellence Award for his efforts in promoting transparency and ethical governance. His scientific work covers justice reform, media pluralism, cybersecurity, and human rights. He has organized and participated in numerous international academic conferences in Europe and the USA. Dr. Koçi’s approach integrates practical legal training with policy development to enhance judicial independence and anti-corruption measures. He continues to contribute to national programs fostering integrity and transparency in Albania’s justice system.
